(Item 8333) Fix incorrect definition of DLUR ACTPU Indicator

The explanation of the DLUR ACTPU Indicator in section 13.1.8 of the            
external DLUR architecture reference is incorrect.  It currently states         
this indicator is only used by a DLUR node which has set the ACTPU              
Suppression Indicator; it should state (as do sections 6.2.3.3 and              
C.1.1) that the indicator is only used by a DLUR node which has reset           
the ACTPU Suppression Indicator.
